Industries reluctantly seek green nod on the last day

GURGAON: While the industries were not so happy about the pollution control board’s new move to make consent-application grant online and more convenient, the board official on Friday said that all the industries in the region have applied for the consent.
Interestingly, only 54 industries out of total 685 had applied for the annual consent-to-operate till Thursday, a day before last date. A senior department official, however, claimed that board officials managed to get all remaining industries file the consent on Friday, which was the last day to file the application.

According to the new policy of the board, industry owners can now submit applications for their annual consent-to-operate certificates on the department’s official website. Under the new rules, those failing to meet deadlines might now be charged a penalty of 50-100% extra on the original consent fee, which ranges from Rs 25,000 to Rs 1,50,000 annually.
The industries, however, have been demanding revision of new move as it comes with a caveat of heavy penalty slabs for defaulters. “We had requested the Haryana State Pollution Control Board to withdraw the penalty provision for late submission of applications. At times, lack of appropriate awareness leads to delay in some cases, and this needs to be addressed,” said an industry representative.

The state government made the provision that there was no need of No Objection Certificate for the green industrial units, but they must take pollution control measures and inform the administration. The six categories which still needed the Board’s consent include – assembly of acid led battery, polythene and plastic processed products manufacturing, poultry, hatchery and piggery, printing press, ready mix concrete plants and mineralized water and carbonated bottling plants. However, the exempt categories will have to install pollution control devices and in case of non-compliance of these instructions, action would be taken against them as per law.

HSIIDC refutes CAG’s contentions

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has challenged the findings of the Comptroller and Auditor-General (CAG) with regard to the valuation of 350 acres of land in Gurgaon. The HSIIDC Chairman, Tarun Bajaj, has said the CAG report is not based on facts and the observations are misplaced.

Bajaj said the valuation taken by CAG, in all probability, is based on the final value of the land after it is fully developed. Situated in Wazirabad village (Gurgaon), the HSIIDC has transferred the land in favour of DLF which is yet to be developed as a “Recreation and Leisure Project”.

A decision was taken to invite bids from the private sector through international competitive bidding. The consultant (M/s IL&FS IDC Limited) was appointed for carrying out valuation of the project land that based it on market prices and valued the project land at Rs 1,683.58 crore.

He said the pricing of raw land cannot be compared with the developed residential plots. Three factors are important: (i) the statutory charges (e.g. CLU, License fee, EDC and IDC etc.) payable to the government (ii) the cost incurred on development of infrastructure (roads, water supply, electricity, sewage, drainage, open spaces and all other related services and infrastructure), and (iii) the net plotted area which becomes available for sale.
However, the CAG has taken all the above factors and added them to the raw cost, thereby suggesting that the land has been given away at a price far below the actual. The contention of the CAG is wrong and the matter would be taken up with the Committee on Public Undertakings (COPU), Bajaj said.

Bajaj said for comparing the price of developed plots with the land sold in the instant case, various cost components (i.e. CLU/ License fee/ EDC/ IDC etc. and land for compensatory afforestation) are to be added to the bid amount. It is only then that the value/cost of land sold in the instant case can be compared with the market value of similarly located plots/land. In the said case, the value realisable by the Haryana Government/ HSIIDC/ HUDA from the bidder comes to Rs 2,572.06 crore (bid amount Rs 1,703.26 crore + statutory charges Rs 800 crore + cost of land for compensatory afforestation Rs 68.80 crore) which is considerably more than the value calculated (Rs 2,142.11 crore) by the audit.

World Spa celebrates one ‘builder-free’ year

Residents of The World Spa, an upscale condominium in Sector 30, celebrated the first anniversary of taking over maintenance work, on Sunday.

Last year, the society had removed agencies deployed by the developer for maintenance, operations and security over shoddy work. “We have established our identity separate from Unitech. We also launched a new logo that will be displayed at the entrance,” said Gautam Gulati of the World Spa residents’ welfare association (RWA).

In the last one year, Gulati said, the RWA society has improved security with the installation of CCTV cameras, procured fire extinguishers and installed emergency lighting in the lifts and basement.

The RWA also set up sewage treatment plant (STP) connections to all horticulture areas to maximise usage of treated water and reduce use of fresh water.
Like the World Spa, residents of Orchid Petals condominium on Sohna Road also shunted out the developer’s maintenance and operations agency in February.

Such incidents are on a rise in Gurgaon as builders and buyers remain at loggerheads over delay in completion certificates, poor workmanship and shoddy maintenance works. The discontent has led to several anti-developer protests, especially in high-rise condominiums, in the recent past.

Real estate sector begins 2013 with licence slump

After a deluge of housing projects in the Millennium City over the past few years, 2013 may be different.

According to the Directorate Town & Country Planning (DTCP) department, against an average of eight-nine licence applications a month by private developers since 2010, only one application was received for a residential project this year.

Out of five licences issued in January and February, three were commercial, one for a residential high-rise and the fifth for extension of an existing plotted colony. In January, not a single licence was issued for a residential project. Both licences issued that month were for commercial projects.

In February, one licence was issued for a residential high-rise project to Emaar MGF to be built across 10.7 acres of land in Sector 112. This project would offer around 500 housing units. Another licence was issued to Vipul for extension of its existing plotted township in Sector 48 by about one acre. The third licence issued in February was for a commercial project.

Setting aside abundant supply of housing options at present, Navin Raheja, CMD of Raheja Group, said the Haryana government has run out of the statutory minimum licence quota of 20% of the land size in the notified zone.

“About four lakh housing units, with a majority being high-rise apartments, are likely to come up on 6,000 acres of land. Now, the state government has run out of the quota for high-rise licences in the Gurgaon Master Plan 2031. 

Apart from restricted supply in the apartment category, independent plots/freehold houses will also reflect the same trend as most developers would not qualify for the minimum 100 acres requirement for plotted townships,” Raheja added. He is also president of the National Real Estate Development Council.

DTCP issued 600 licences to developers for sectors 1-57 between 1981 and 2007. The first licence was issued to DLF Universals Limited on April 20, 1981 for a plotted township across 160 acres of land in Sector 24, 25 and 25A. The department issued 655 more licences to developers between 2008 and 2012 for about 8,000 acres of land in Sectors (58-115), part of the Gurgaon Master Plan 2031.

In 2009, the department registered 89 licences against an yearly average of 110. On the other hand, a record number of 210 licences were awarded in 2008.

Huda says city water woes will end soon

Respite is in sight this summer for the city that has been perennially in the throes of water crisis. The Haryana Urban Development Authority (Huda) on Monday claimed that it would be able to pump out five to six MGD of additional water for new Gurgaon localities from April 1.

For the purpose, Huda is laying an additional pipeline of 1,200 mm diameter that will connect the intermediate boosting station at Sector 16 with Basai’s main water pipeline near Rajiv Chowk. Water is supplied to new Gurgaon and some parts of old Gurgaon from the Sector 16 boosting station.

“The existing pipeline is of 900 mm only. We required additional line to augment water storage capacity at the intermediate boosting station,” said Huda administrator Praveen Kumar on Monday.

At present, Huda has the storing capacity of 20 MGD water. With the enhanced capacity, the authority will be in a position to supply 25 to 26 MGD water.

DLF City, Sushant Lok, Essel Tower, Ardee City, South City and other areas of new Gurgaon will benefit from it. These localities had faced an acute water crisis last summer.

Besides, two motors of higher capacity will also be installed at the boosting station to make sure water reaches every corner of the city. Several areas in DLF and other localities that are situated comparatively at higher altitude have to face water crisis due to low pressure.

Free parking at Gurgaon Sec 29 markets may go

Two months after making parking free in the Sector 29 market, the Haryana Urban Development Authority (Huda) is mulling to make it paid again.
The market association’s alleged failure to provide security in the parking lots is being viewed as the reason behind the move.

The parking lots at two sites in Sector 29 – in front of Bikanervala and Pind Baluchi – were made free after the market association had agreed to manage it.
However, the absence of security guards and no issuance of parking slips invited several complaints from visitors.

Even the parking signages put up by Huda read “Free parking at owners’ risk”.
Huda administrator Praveen Kumar said, “We will have to consider making the parking lots paid if the lapses are serious and if the market association is unable to manage it.”
On the other hand, Narendra Arora of the Sector 29 market association, said, “We have deployed seven guards at the parking lots and there is no mismanagement.”
The two parking sites can accommodate nearly 500 cars. The market is a hub of eating joints, besides departmental stores and hotels.Huda had invited bids for 46 professionally-run new parking lots in areas of New Gurgaon. 

While all of these were to be paid parking lots, the two sites at Sector 29 were allowed as free parking zones following the demand of local businessmen.

Though 46 tenders were received for the parking lots, only 15 have so far started functioning. However, lapses have been reported from these Huda-run parking lots.
Earlier, Huda officials had claimed to introduce measures like dress code for parking attendants, hand-held ticket machines, separate entry and exit points, fluorescent signboards, besides installing boards explaining the area’s layout for the convenience of visitors.However, not all of these measures are being followed in the new parking lots.

Gurgaon MC leads in property tax arrears

Chandigarh, March 9

The Municipal Corporation, Gurgaon, boasts of maximum property tax collection and arrears in Haryana. While its collection for 2012-13 was pegged at Rs 111.69 crore, the civic body also had the maximum arrears of Rs 345.92 crore.

In fact, there has been a sharp increase in the property tax collection in Gurgaon over the past two years — Rs 6.18 crore (2010-11), Rs 49.43 crore (2011-12) and Rs 111.69 crore in 2012-13.
 
Gurgaon was followed by Faridabad in arrears (Rs 77.77 crore) and collection (Rs 14.18 crore) for 2012-13, registering a decline in collection from 2011-12 (Rs 49.43 crore). In 2010-11, the property tax collection in Faridabad was Rs 37.91 crore.

Of the seven municipal corporations, which were constituted by the Hooda government in 2010, Panchkula has the maximum arrears of Rs 9.02 crore, while Yamunanagar registered the highest collection at Rs 3.02 crore in 2012-13.

Property tax arrears of different municipal corporations were Yamunanagar (Rs 3.82 crore), Karnal (Rs 60 lakh), Panipat (Rs 2.94 crore), Rohtak (2.94 crore), Hisar (Rs 2.87 crore) and Ambala (Rs 3.28 crore).

The collection of other municipalities for 2012-13 was Panchkula (Rs 41 lakh), Karnal (24 lakh), Panipat (1.14 crore), Rohtak (Rs 1.18 crore), Hisar (Rs 1.64 crore) and Ambala (Rs 1.71 crore). On huge arrears from the National Capital Region, a senior government official said it was due to a large number of property tax payers in Gurgaon and Faridabad. While there were nearly 2.5 lakh property tax payers in Gurgaon, the number was around 2.45 lakh in Faridabad. On the other hand, the figure was around 68,000 and 60,000 for Panchkula and Ambala, respectively, he added.

The Hooda Government had re-imposed property tax in Haryana with effect from April 1, 2010, to tide over the financial crisis in the civic bodies.

The decision was influenced by the fact that an amount of over Rs 800 crore by way of grants from the Central Government under JNNRUM was held up due to discontinuation of the property tax by the state government.

No deadline for e-way takeover

GURGAON: No time frame has been announced yet by the Infrastructure Development Finance Company (IDFC), for taking over the Gurgaon-Delhi expressway. The present concessionaire, Delhi-Gurgaon Super Connectivity Ltd (DGSCL), said it would continue to manage the toll plazas until any decision was taken in the matter. 

Earlier this month, TOI had reported that the National Highway Authority of India (NHAI) board on January 30 had approved the takeover of 74% stake in the project by IDFC, reducing the share of DGSCL to less than 26%. 

When contacted, Arun Raste, senior director and head, corporate communications, IDFC, said there is no new development in the matter and assured that the company would make an announcement as soon as any concrete decision was taken. 

The IDFC has been in talks with the NHAI and the DGSCL to sort out outstanding issues with them. The IDFC has put certain conditions for the acquisition, and until those are addressed, it will not take over the project, Rajiv B Lall, vice-chairman & managing director, IDFC, had told TOI a month ago.
The DGSCL, meanwhile, continues to manage the e-way. A spokesperson of the company said it has already complied with eight out of nine points mentioned in the memorandum of understanding (MoU) signed in September last year with the NHAI. It was added that repairing of the road at certain stretches has already been carried out. 

The spokesperson said the NHAI board had given the approval for the IDFC to acquire a 74% stake in the project in January. When asked about the development over the talks with the IDFC regarding the takeover, the spokesperson said, “We are in the process of mutually working out the various issues pertaining to the takeover, including the points of the September MoU.” 

“Currently, we are looking after the management of the e-way and are working on the directives of Punjab and Haryana high court and would be presenting a status report on the work done in the next hearing,” the spokesperson added. 

During the last hearing, Gurgaon police had told Punjab and Haryana high court that the DGSCL has failed to do a number of works at the Gurgaon-Delhi expressway, including lighting of the area, construction and expansions of U-turn and repairing of roads.

The new land pooling policy, which will encourage active involvement of the private sector, is likely to be tabled for approval at a meeting of the Delhi Development Authority (DDA) on Tuesday.
Land pooling is being seen as an alternative to land acquisition by government agencies. It is based on optimum utilisation of available resources, both public and private, in land assembly, development and housing.

According to sources, three models for land pooling were considered by the Urban Development Ministry relating to basic terms and conditions for the policy and one of these is going to be tabled for final approval. “This policy will replace large-scale acquisition of land and help make farmers and owners partners in the development process,’’ a DDA official said.

With land acquisition becoming difficult, the Ministry had asked the DDA to fast track the process of finalising land pooling policy rules of minimum project size to enable a developer to get approval for starting a project. “The final terms and conditions will define the sharing basis between the various parties such as the private party and DDA,’’ the official said.

According to the DDA, the future of the proposal to build sub-cities as per the Delhi Master Plan 2021, and what shape these eventually take, will depend on the final policy adopted for acquiring land in the city. “The policy will also help in stabilising property prices in Delhi,’’ the official said.

Besides this, the DDA budget is also going to be tabled at the Tuesday meeting. “This budget will lay emphasis on construction of low-cost housing, urban development, roads and bio-diversity parks in the city. Redevelopment of markets such as Basant Lok and Neeti Bagh is also on the cards,’’ the official said. Several amendments under the Master Plan 2021 review are also going to be tabled for approval.

Foot overbridge planned to make crossing e-way easier

NOIDA: Taking note of several pedestrian lives being lost on the Noida-Greater Noida Expressway while crossing, Noida Authority has finally decided to construct a much-needed foot overbridge (FOB) along Sectors 44 and 125 near Amity University at a cost of Rs 2.20 crore. A design for the project has been prepared by the consultant appointed by the Authority.

Tenders will be floated as soon as the designs and estimates are finalized. The project will take around three months to complete once the work is given to a developer, said officials.
The FOB is proposed to be 225 meters long and 21.5 feet high. “Stairways will be built from all four sides of the bridge and a special provision will be made for people to cross the service lane to the FOB,” said project engineer Mohammed Ishraat.

The consultant for designing the FOB has conducted extensive and detailed studies of the traffic pattern on the e-way in the last one month. “Before finalizing the design of the FOB, the number of pedestrians crossing the expressway at different times of the day was taken into account. The study, which took into account the population residing and working in the vicinity, stated that at least 5,000 pedestrians are estimated to use the FOB on a daily basis. The skywalk would also benefit several educational institutes besides numerous IT companies in the surrounding sectors,” Ishraat added.

The administration has been under increasing pressure from locals and civic representatives to give pedestrians crossing the expressway a safe path. A FOB had been proposed almost one-and-half year ago but got mired in several delays. “We have been receiving repeated requests from the institutions, villages and residential colonies in the area. The expressway is a very busy and wide road having high-speed traffic throughout the day. The traffic police have also been repeatedly demanding the FOB as pedestrians face the risk of being run-over by speeding vehicles,” an Authority official said.

The Authority is also mulling on constructing FOBs in two congested areas of Noida – near Gandhi Smarak Inter College in Sector 22 and near Flex industries in Sector 4. These projects are currently being examined by experts for their feasibility, viability and utility. So far detailed project reports for three FOBs have been finalized even as a total of 13 spots have been identified across the city for construction of FOBs.

DND answers distress calls

NOIDA: The movement of emergency services, such as ambulances, and commuters in distress will no longer be hampered on the DND Flyway as authorities have initiated a slew of measures, including a tie-up with several hospitals in Noida and Delhi. Ten special guard posts have been made along the flyway to assist smooth movement of such vehicles.

The flyway authorities have also decided to dedicate the new 4m-wide lane – constructed in January to cater to additional vehicles during the repair work on the Okhla Barrage – solely for ambulances and other emergency services.

“Around 30 emergency service vehicles use the DND flyway each day. We have ensured that in case of traffic jams or chaos, emergency service vehicles are not forced to wait and are granted smooth access,” said DND spokesperson Anwar Abbasi.DND has tied up with hospitals like Vinayak, Apollo, Max, Fortis and Kailash, among several others in Noida and Delhi. others in Noida, besides several hospitals in Delhi.
These hospitals can call the DND authorities on 8800994754 to inform about the movement of their ambulances. The guards posted at the 10 special posts will in turn be informed by DND’s control room who will then guide the vehicles according to the traffic situation. the vehicles of the traffic situation ahead and guide them accordingly.

In case of jams, emergency services coming from Greater Noida will be granted passage through the new 4m-wide lane. A U-turn has been created before the toll plaza for emergency services coming from Film City and Rajnigandha. Such vehicles coming from the central lanes will be granted free passage through the silver or gold lanes. Ambulances going from Noida to Delhi will also be diverted to the Mayur Vihar link road in case of snarls on the Noida stretch. Two emergency exits have also been provided along the toll road.
“The guards have been provided with walkie-talkie wireless sets that are linked to the central control room to ensure co-ordination not just for the movement of ambulances of the above hospitals but also for any other emergency services vehicles,” Abbasi said. In case any private commuter on the DND flyway is in distress or is facing a medical emergency, the guards are to follow the same drill and ensure that he or she is granted priority over other vehicles, is offered aid, and is ensured swift passage.

While the additional 10 guards have already been deployed along the toll plaza, the special posts are under construction and will become usable in the next ten days.

A month on, Gurgaon e-way financier yet to take over

New Delhi: Time seems to be running out for Infrastructure Development Finance Company (IDFC), which had offered to take over major stake in the Delhi-Gurgaon expressway project. Even a month after the National Highways Authority of India (NHAI) board approved the takeover, IDFC has not yet informed the highway authority of when it would take up the project.

Sources said though NHAI wants a smooth takeover, it cannot wait for long to get final response from the finance company, which is the lead lender for the project. The board, on February 28, had approved IDFC to take 74% stake in the project and reducing the share of Delhi-Gurgaon Super Connectivity Ltd (DGSCL) to less than 26%. While IDFC had reportedly sought major relaxations in the time limit set by NHAI to improve commuting facility and particularly for complete overlaying of the stretch, the authority has agreed to extend the deadline by only a few months.

A memorandum of understanding (MoU) was signed between NHAI and DGSCL before the Delhi High Court detailing the steps that the concessionaire would take. The MoU had a provision for terminating the contract in case DGSCL failed to complete the milestones in time.
Government sources said the authority would have no option other than issuing a show cause notice to IDFC in case it does not get back to NHAI. If the issues don’t get sorted out soon, the authority could terminate the project, a move that would severely hit the bankers of this project.

While the highway authority is also looking at options to handle the project in case of termination, the Delhi government is also concerned over the impasse and its likely impact on the revenues of South Delhi Municipal Corporation.

At present, DGSCL collects municipal tax from all commercial vehicles entering Delhi from NH-8. Hence, a system has to be in place to collect the tax in case of termination. The corporation gets around Rs 8 crore a month in the form of municipal tax.
Sources said corporation officials submitted that the city government should find a way out since it is a party to an agreement with Centre and Haryana for this project.
